The Hawaii County Council will host its committees and regular meeting this week in Hilo in the Council Chambers on the second floor of the Ben Franklin Building at 333 Kilauea Ave. On the agenda of the 9 a.m., Wednesday, Nov. 4, 2009 regular meeting are the highly publicized and increasingly controversial Bill 132, Bill 160 calling for $31 million in general obligation bonds to pay for Department of Water Supply projects, and the planned executive session to discuss the recently settled West Hawaii Today civil lawsuit and the still-pending civil suit brought forth by Councilwoman Brenda Ford.
Following are other noteworthy items listed on the 10-page agenda:
— A resolution calling on the Hawaii County Council to discuss the American Recovery and Reinvestment Act (ARRA) with the Hawaii Congressional delegation, state Legislature, and the governor to “secure an increase in ARRA relief” submitted by Kelly Greenwell
— A resolution authorizing the mayor to enter into a five-year “inter-governmental agreement” with the City and County of Honolulu for real property tax support services submitted by Dennis “Fresh” Onishi
— A resolution for the County Council to seek federal funding for the removal of the old Kona dump “to prevent an environmental disaster” submitted by Kelly Greenwell
— Bill 132 calling for County Council oversight on land transactions over ten acres and/or appraised at $500,ooo or more submitted by Dominic Yagong
— Bill 156 changing the land use designation of state lands south of Honokohau Harbor from urban expansion to open submitted by Donald Ikeda
— Bill 157 amending the County Code to reinstate the original location of the county’s official bulletin board to 25 Aupuni Street (in anticipation of the County Clerk’s Office and other county offices moving back into the newly renovated County Building) submitted by Guy Enriques
— Bill 158 adding the $191,000 Kaumana Drive Flood Protection Project to the Capital Improvement Project budget for July 1, 2009 to June 20, 2010 submitted by Onishi. Federal funds are expected to prepare construction plans and specifications for flood protection of homes along Kaumana Drive between Chong Street and a half-mile mauka of Wilder Road
— Bill 160 calling for the issuance of $31 million in general obligation bonds to pay for Department of Water Supply projects
— Bill 142 replacing Isaac Hale Beach Park with its not-so-recently changed name of Isaac Kepo’okalani Hale Beach Park on the list of county facilities that require a permit for drinking liquor between the hours of 10 a.m. and 10 p.m. submitted by Emily Naeole
— An executive session to discuss the recently settled civil case West Hawaii Today against the County Council and the pending civil case Councilwoman Brenda Ford waged against herself and her colleagues. On the latter, Brenda Ford is paying her own attorney’s fees to have a judge weigh in on the County Council’s current public notification process. Gleaned through the highly publicized and litigated Sunshine Law violation on the part of council members this summer was that the County Clerk’s Office does not restrict time-stamping public documents and meeting notices to typical business hours. The June 16 meeting agenda that contained the resolutions for the controversial leadership reorganization was time-stamped shortly before midnight to make the 10-day requirement for public notice.
